This section presents my independent work as an external decision-support advisor operating in complex institutional, diplomatic, and policy-driven environments.

The focus is not advocacy or policy promotion, but clarity under constraint: identifying risks, trade-offs, and decision paths that remain politically defensible, legally coherent, and operationally viable.
